The Global Stray Dog Crisis Map is an educational and monitoring resource created by Dog Desk Animal Action.

The map is intended to identify areas of concern affecting stray dog welfare and to encourage informed discussion, research and evidence-based solutions. It is not a measure of a country’s worth, culture, people or commitment to animal welfare.

A country’s status reflects our assessment of current risks to stray dogs based on publicly available information, legislation, policy developments, shelter capacity, population management practices, welfare reporting and other relevant evidence available at the time of review.

The map does not measure the total number of stray dogs, the quality of all animal welfare organisations operating within a country, or the views and actions of individual citizens. Many countries facing significant challenges are also home to dedicated advocates, rescuers, veterinarians and organisations working tirelessly to improve animal welfare.

Assessments are subject to change. Countries may move between categories as new evidence emerges, conditions improve, policies change or additional information becomes available.

The map should be viewed as a starting point for understanding risk, not as a definitive ranking of countries or a complete picture of animal welfare conditions.
